Flagging for library directors, since I know you have insights (and potential funding needs) to share:

The Governor's Office is collecting information for the Plan for a Resilient Oregon (PRO), a statewide, people-centered effort to strengthen resilience across Oregon. Sponsored by the Office of the Governor and informed by the Statewide Resilience Forum, it reflects contributions from more than 50 community-based organizations, researchers at the University of Oregon and Oregon State University, and hundreds of experts and community members with lived experience. More information is available on the PRO website<https://www.oregon.gov/gov/policies/Pages/PRO.aspx>.

To develop actionable strategies, PRO authors are gathering information about existing resilience efforts. The survey questions are intentionally broad to capture programs that support an inclusive, multi-hazard approach to resilience. For this plan, resilience refers to the capacity of Oregon's people, institutions, and communities to anticipate, mitigate, respond to, and recover from disruptions-natural, human-caused, or systemic-while protecting wellbeing, trust, and opportunity for all, especially those most at risk.

There is an open survey <https://oregon.qualtrics.com/jfe/form/SV_abBvmHMBkmgYdHo> asking Oregonians to share their experiences and to specifically name the organizations they would rely on to recover after a disaster or emergency, as well as share ideas on what would be helpful in the future.

The PRO will be published in September 2026 and will guide budget and policy decisions, as well as the work of executive branch agencies (like the State Library) in the upcoming biennium.

The survey takes between 10-15 minutes. Responses are due Wednesday, April 15. Thank you for your attention and participation.

Thanks,

Wendy
