Our agency currently has access to HISP GOLD data that includes a complete streets layer for the state. But I am sure other agencies would be interested. Additionally due to our federal network security restrictions I cannot currently access any of the state secure FTP sites to download data.
We are working on these connectivity issues with state networks but we do have data from other restricted/non public federal sources that we will continue to use as needed. Once we get the network issues on our end resolved I will try to set up a secure FTP link to your state data via Eric.

Thanks for the great feedback on the Transportation Framework service.
The service can undoubtedly be improved in a variety of ways. I do like the way the USGS service separates the labels from the transportation data.
Documentation for the service also needs to be improved, especially with information on when the data was last updated.
The gaps in the OR-Trans street centerline data that Ken noticed are because there are data sharing issues with some jurisdictions for the public version of the data set. We can discuss setting up a secure service for state users for the 'state-only' version, but will have to make sure that ODOT agrees to this.
If there are any volunteers to collaborate on developing a better service, especially folks from ODOT, please let me know.

I also noticed that in the rest service and the downloadable data sets there are lots of municipal city streets missing. No Redmond, Bend, Portland surface streets. But there are surface streets in other places like Salem, Keiser, Woodburn, Brooks etc. I thought it would be a complete streets layer like navtec? Are there holes in the data or am I completely missing something here?

I have taken a closer look at the transportation rest service:

I have compared it to the USGS transportation layer that was used for the recently published topographic maps:

Comments:
1) In comparing the two in ArcMap, USGS wins in that:
* The grouping of layers is done very well in the USGS version, with the ability to turn different layers on and off (interstate, county roads, etc.
and their respective labels).
* It appears to be more complete. I found that when I zoomed in, there were connecting roads missing, whereas they are filled in and seamless in USGS. An example is attached.
* The documentation is pretty good, tho could stand for a little improvement.
* The railroads are much cleaner, tho maybe not as technically correct. USGS wins cartographically; ODOT might be a good choice for query analysis.
2) Both could use a "light" and "dark" version, depending on what the background will be.
3) I believe the ODOT version is missing the mark cartographically at the statewide level, but could be greatly improved if it used a similar strategy as the USGS as far as how the layers are broken out. The symbology for the Highway Network theme and the Signed Routes are a little too bold to be used
with anything else. As a guide, look at any of the Street Map services.
I have not looked at the downloadable data yet.
