[kids-lib] What's this picture book? Street Sweeper/Dragon?

Librarian brains, unite!

We have a patron looking for a picture book from (we think) the 1970s. The
basic plot is that a boy is a street sweeper and when an invading army
comes into the town, he turns into a dragon. At the end of the book when
everything is resolved he turns back into a boy and street sweeper again.

Any ideas? Thanks!
