Carrie Lowe, director of the Program on Networks for the ALA Office of
Information Technology Policy, participated in a Federal Communications
Commission (FCC) workshop yesterday as part of a panel discussion on the
future of E-rate.

how the E-rate program has not only brought direct broadband
access to libraries and schools but has also benefited their surrounding
communities and should be a key component of a national broadband plan. Her
