Purpose of Position
Oversees all Public Services for the Library, including supervision of
employees. Applies approved library science principles and techniques to
meet the technical and informational needs of the Library and the
public.
Essential Job Functions
Engage with the public in a positive, professional and helpful manner
at all times. Represent the Library positively in the community and
educate about and market the Library at every opportunity. 
 
Identify and consider customer needs and apply approved library
sciences principles to make recommendations to the Library Director to
ensure that effective information and resources exist. 
 
Manage and oversee all Public Services, such as: Senior Outreach,
Children and Youth Services, Volunteer Services, Circulation and Adult
Programming. This includes directing and acting as a liaison with
third-party vendors to ensure that Public Information needs are met as
follows:
 
Public Internet Access: Maintain consistent public access to the
Internet, including working with network administrators for Coastal
Resources Sharing Network, third-party vendors and/or City IT to
administer servers and time management security software. Ensure proper
security and appropriateness of use of these systems and provide
assistance to customers and Library Staff. Make recommendations to the
Library Director for enhancements. 
 
Information Resources: Determine the best ways of organizing and
enhancing the information and presentation on the library website, edit
quarterly newsletter and direct content and presentation for other means
of communicating with Library customers. Make recommendations to the
Library Director for the addition or deletion of interactive
communication/networking formats. Provide point-of-use assistance and
instruction for customers and Library Staff.
 
Advise and make recommendations to the Library Director regarding the
upgrade and enhancement of Public Services programs, including
assistance with budgetary requirements. Assist the Library Director to
set standards and procedures.
 
Supervise all Public Services Coordinators and the Circulation
Supervisor, including participation in hiring, evaluation, developing,
training and motivating employees and scheduling.This also includes
ensuring staff compliance to Library rules and procedures and customer
service standards and modeling this compliance.
 
Engage in active networking with other Library representatives, Library
organizations and members of Coastal Resources Sharing Network to gather
and share best practices and apply them.
 
Oversee the daily operations of the Library in accordance with
professional library principals, City policies and good practice to
assist the Library Director as needed when the Library Director is
onsite and for temporary periods of time as needed when the Library
Director is unavailable.
 
Provide and model excellent customer service working at the Information
Desk daily. This will primarily consist of assisting with electronic
resources. 
 
Provide and model excellent customer service working at the Circulation
Desk weekly.
            
Physical Demands of Position
Frequently required to stand, sit, communicate (speak, write, listen),
reach and manipulate objects, tools or controls. Requires mobility. It
is expected that there is a supervisory presence from one end of the
Library floor to the other throughout the day. Duties involve moving
materials weighing up to 20 pounds on a regular basis and infrequently
weighing up to 70 pounds. Manual dexterity and coordination are
required. Duties also involve travel to other work locations.
Job Qualifications
MANDATORY REQUIREMENTS:  Possess a broad knowledge of the methods,
principles, practices and philosophy of public library operations.
Completion of an ALA accredited Masters of Library Science or Masters of
Library Information Science program. A minimum of five years of current
professional public library experience with a focus on management of
public services or any satisfactory combination of experience and
training that demonstrates the knowledge, skills and abilities to
perform the above duties. Previous supervisory experience required.
Possess a broad knowledge of the current methods and principles of
electronic services delivery. Demonstrated experience with a wide
variety of computer applications in a networked environment, including:
word processors, spreadsheets, bibliographic and full-text databases,
HTML and Internet.
 
Excellent communication (verbal and in written), time management and
organizational skills. Ability to take direction, lead, work
independently and participate as a member of a team. Must be able to
work evenings and weekends. 
 
SPECIAL REQUIREMENTS/LICENSES: Valid Drivers License.
DESIRABLE REQUIREMENTS: Fluency in Spanish. Experience with occasional
oversight of Library Operations. 
Area Info
Lincoln City is located on the scenic Oregon Coast situated 11 feet
above sea level. It is bordered by the 680-acre Devils Lake and the
Coast Range on the east and the Pacific Ocean on the west. Lincoln City
boasts 7 ½ miles of beautiful, clean, sandy beaches. The Salmon River is
to the north and the Siletz Bay and River are to the south. Lincoln City
is approximately 2 hours from Portland and 1 hour from Salem, Oregon’s
capitol.
 
Lincoln City’s permanent population is 7,615. During the summer months,
the population can escalate to over 30,000 with visitors from all over
the world. Approximately 36% of the population is over age of 55; the
median age is 43.
 
Lincoln City enjoys a mild maritime climate. The average winter
temperature is 50 degrees dropping to the mid 30’s at night. Average
summer temperatures range from a windy 60-70 degrees on the beach to
70-80 degrees inland.  
Annual precipitation averages 76.3 inches. The air quality is excellent
with northwest winds in the summer and southwest winds in the winter.
