[Libs-Or] New questions for colleagues for the New Year

Hi all:
We will likely put a measure on the ballot this May to ask voters to approve bonds up to $6M to help build an addition onto the existing Carnegie Library here in Oregon City. What makes this unique is that we can repay the bonds using incoming library funding and therefore this measure will have no impact on taxes. Has anyone done a ballot measure like this wherein the voters are approving the debt but are not being asked for more money to pay for the debt? If so, could you get in touch with me?
