[Libs-Or] policies for outside the library

Hi Abigail,
This is a start.  We for the first time own the property our building sits on instead of rent.  I have a request out to my friendly library lawyer to developed language/policy regarding reasonable time, place, manner restrictions on signature collecting for initiative petitions or other content-neutral matters.  I am sure others who have been dealing with this longer has something better.

Good morning,

I'm looking for library policies/practices that govern user behaviors outside the building. Such areas might include a parking lot, front lawn, sidewalks, patio, etc.

I'm really interested in whether those areas are considered the library's responsibility to enforce, and how you carry out that enforcement. How do you respond when someone reports a problem in those areas? Do those areas have open/closed hours? When you exclude someone from the library, are those areas included in the exclusion?
