This may be the stupid question du jour - but isn't online gambling legal?

So... after 20 years of having public computing, I had my first complaint about online gambling. It is not against our policy formally, however we do say "Illegal acts involving library computing resources may be subject to prosecution by local, state or federal authorities."
Before I get my city attorney on this question I thought I would ask the experts on this list. I was wondering what others have done, especially if you have done it with legal advice and not just our librarian focus on not filtering the internet. Thanks for any info as I research this.
