Firearms are banned from buildings containing courts.  Because the municipal court is held on the second floor of the building the Pendleton Public Library is in, they are not allowed in the Library.

We just recently went through this.  I was told by our police chief and City Manager (former chief of police) that since OR is an open carry state we can't ban weapons from coming in.  But if they take an action with them, ie. take it out of the holster, then something can happen (too late at that point in my opinion).  So in our code of conduct it is stated  "Possessing a weapon, except as allowed by state law".

This would be one to consult your legal advisor on, I think. I've been told by our City Attorney and the local police chief that we can bar open carry of firearms on library premises, but cannot bar concealed carry. You may also want to consult on the "dangerous weapons" section; I've also been advised that there is very little we can do about other weapons (such as knives) unless the individual is using them in a threatening manner. Under Oregon law, you can openly carry almost any type of knife on your person. 
 
Any new policy regarding weapons is likely to draw interest, potentially of a litigious sort, so I'd make sure you're airtight on this one.
