Measure 24-390 – Local Option Levy – City of Stayton
QUESTION:  Shall city of Stayton implement a $.60 per thousand operating tax annually for four years. This measure renews current taxes.

SUMMARY: The city of Stayton is seeking a four-year local option to continue funding parks, library, and swimming pool programs. The proposed tax will offset expiration of the existing four-year local option tax passed in 2012, which ends Fiscal Year 2016-2017.

Library support includes annual operating expenses, continuing current book and audio-visual budgets, Storyteller outreach program support, and maintenance projects such as roof replacement.

A tax rate of $.60 per $1,000 of assessed value would be an average annual tax of $84.00 for the average home owner in the City of Stayton with a home assessed at $140,000. It’s estimated this would generate $1,450,000 over the four years; an allowance has been made for uncollected taxes.

Measure 3-477 – General Obligation Bonds – City of Milwaukie
QUESTION: Shall Milwaukie be authorized to issue up to $9,200,000 of general obligation bonds for library repairs, improvements, and undated technology. This measure is estimated to result in a tax of $0.35 per $1,000 of assessed value per year, or approximately $62 per year on a home assessed at $175,000.
SUMMARY: The Ledding Library has served as the Milwaukie city library since December 16. 1964. Library and Pond House improvements include a larger designated area for children and teen programming and learning; installing security cameras in the parking lot and building exterior; installing modern toilets and restroom facilities; installing modern wiring, technology, and additional printers and computers; replacing heating and cooling systems with energy efficient modern systems and installing structural components to meet city earthquake standards.

Measure 26-174 – Five Year Levy: Oregon Historical Society

QUESTION: Shall County renew 5-year history museum, library, education programs levy; maintain $.05 per $1,000 assessed property value, oversight, beginning 2016?
This measure renews current local option taxes.
SUMMARY: In 2010 voters approved a five-year local option levy of $.05 per $1,000 assessed property value to support the Oregon Historical Society (OHS). Renewal of local option levy will continue support to OHS’s museum, library, educational programs, and fund the following without increasing taxes including educational programs; free admission to school groups and Multnomah County residents; preservation of important Oregon treasures and artifacts. It would also support four County historical societies: Fairview-Rockwood-Wilkes Historical Society, Gresham Historical Society, Troutdale Historical Society, and Crown Point Country Historical Society.

Measure 1-70 – Renewal of 5-year local option tax – Baker County
QUESTION: Shall Baker County Library District impose $0.249 per $1,000 of assessed value for general operations for five years beginning 2017-18? This measure renews current local taxes.
SUMMARY: This measure will not increase current tax rates. It continues a current local option tax that, without renewal, will expire in June 2017. If renewed, the tax revenue will maintain funding for general operations of Baker County Libraries for the five years. This replacement levy would run from July 2017 through June 2022. Without this supplemental revenue providing 1/3 of library support, the district will experience severe reductions in workforce, services and operations including: hours open to public; keeping collections current and facilities in good repair; maintenance of computer and network infrastructure resources; and providing programs for children’s reading and learning such as early literacy events, online research, homework and tutoring services. The proposed rate will raise approximately $277,937 in 2017-18; $282,666 in 2018-19; $287,466 in 2019-20; $292,336 in 2020-2021; and $297,277 in 2021-22 for a total of $1,437,682,
