Hello Melody,
An open source solution like Koha might be the best bet, as Diedre
suggests, assuming you can get it programmed. But as an alternative, I used
to work at a library that used LibraryWorld
<http://www.libraryworld.com/index.html>. It was not free, but was under
$500 a year (it used to be a dollar a day), and was an 'out of the box'
solution. It was certainly not as robust as one might like, but it was
web-based so you don't need to worry about hosting, and you don't need
someone with coding skills to get it out of the gate.

any other questions--this is a wonderful group that is always willing to
troubleshoot and share ideas.
