Digital Highlight: Eugenics in Oregon

One hundred years ago, in 1917, the State of Oregon passed legislation to establish the Board of Eugenics. The board, made up of superintendents of state hospitals, mental institutions, and prisons, was charged with evaluating and ordering the sterilization of "all persons, male or female who are insane, feeble-minded, epileptic, habitual criminals, moral degenerates and sexual perverts who are or are apt to become, in his opinion, a menace to society." Oregon was one of 33 states to enact eugenics law. Between 1917 and its repeal in 1983 there were 2,648 individuals sterilized in the state. During his formal apology in 2002, Governor John Kitzhaber declared December 10th as Human Rights Day in Oregon and stated, "as we celebrate the progress we've made, we must also acknowledge the realities that darken the history of our state institutions." 2018 LSTA Grant Application Available in Early January

The 2018 LSTA grant application will be available on the State Library of Oregon's website in early January. Applications will be due on April 4, 2018 by 1:00 p.m. Those who would like to do so may submit a draft application by 1:00 p.m. on February 15th, for review by the LSTA Advisory Council and the Library Support and Development Division staff. The State Library will announce the opening of this year's LSTA grant cycle on the Libs-Or listserv. Serve on the State Library of Oregon's LSTA Advisory Council

The State Library of Oregon is looking for four new members in 2018 to serve a three-year term on our Library Services and Technology Act (LSTA) Advisory Council<http://www.oregon.gov/osl/LD/Pages/LSTA/council.aspx>. The Council reviews project proposals and reports (including our annual LSTA competitive grants), makes recommendations to the Board, and advised the Board about any issues concerning the LSTA federal library grant program. The LSTA Advisory Council consists of thirteen members and is broadly representative of library entities in Oregon, including public, school, academic, and special libraries, as well as library users. Special consideration is given to ensure that the following are represented: geographic areas of the state, library users, the underserved and underrepresented persons.

Nominations will be accepted using this form<https://www.surveymonkey.com/r/LSTAcouncil2018-2020> through Sunday, December 10, 2017. Retirements and New Opportunities in the Operations Division at the State Library

There have been exciting changes happening in the Operations Division in recent weeks:

Chris Adams is retiring after 29+ years with the Library. As an Information Systems Specialist, he has helped us through many IT and computer system changes that are vital to the operation of the State Library. In recent years he has been the IT Coordinator with many responsibilities including solving those "computer mysteries" for smooth day-to-day operations. He has been invaluable and we will miss him. Enjoy your retirement Chris!

Jess Rondema who was the Executive Assistant to the State Librarian, took the opportunity to meet new challenges at ODOT beginning in October.

Melissa Krueck who has been our Volunteer Program Coordinator for the past 1½ years is leaving next month to pursue new horizons!

Brad Fanning has been given the opportunity to take a job rotation to the Enterprise Technology Services Division of the Department of Administrative Services. He will be learning about statewide systems/services at the State Data Center as well as assisting with the State Library server migration to the State Data Center. This will give him knowledge for servicing the State Library systems. We look forward to his return!

Operations will have only one staff member and two managers left in the division, so recruitments are under way!

The Oregon Community Foundation wants more grant applications from libraries. Please see oregoncf.org/Community-Grants<https://www.oregoncf.org/community-grants> for details on how to apply and what makes for a competitive application. Awards are made to expand programs, build organizational capacity, or support capital projects. Strong local support is important. Deadline is January 15, 2018 for a decision in early May 2018. Award range is $5,000-$50,000. Get your application in now!
