To be clear… I’m not a lawyer nor do I play one on TV.  Dierdre did a better job explaining what I meant (she’s good at that).  What I was referring to about 260.432 was that the list-serve (and possibly other lists maintained by the State Library)  might have been opened up to be used by anyone advocating against the measure, for whatever good that would do them, because of the original message.

 

As someone in a library that must pass a local-option levy every five years, I can’t stop my brain from seeing the campaigning ramifications of any advocacy.  At least, to the point that I can follow them.  Sorry!

The original message was fine. My follow up message encouraging reaching $1,000 might not have been fine.  Libs-or is out of the State Library so we need to follow those rules and they can’t really be changed unless the State Legislature changes the rules.  This is why we use People for Oregon Libraries, which uses the Facebook page for this kind of communication.  People for Oregon Libraries doesn’t have a discussion list.

 

Notice, I use my personal email address on this list.

My reading of that law is that government employees  cannot be forced to engage in political activity (no problem here) and appeals for money or support cannot be made while the person who is asking for the support or money is at work in a government position.  So don't ask on the job.  I don't see anything about reading the messages on the job.

 

As for the Libs-OR rule (who knew Libs-OR had rules?)...it's time to change that rule.
