[Libs-Or] Sample Policies for Community Signs?

We're getting ready to install a new LED sign in front of the library.  Its purpose will be to share information about community events, including but not limited to the library.  We want to respect First Amendment rights and are aware of the Reed v. Town of Gilbert<https://en.wikipedia.org/wiki/Reed_v._Town_of_Gilbert> Supreme Court decision.  We're starting to work on a policy that will be clear, useful, and fair.  And we're guessing that someone else has already figured this out.  So if you have such a policy and are willing to share, we would love to see what you've done.   Thanks!
