[Libs-Or] Student Investment Account: Opportunity to Make History!

Hello everyone,

One component of the recently passed Student Success Act is grant review panels who will look at school district applications for Student Investment Account funds. Libraries and other community partners are being offered the opportunity to participate on these  review panels. Panel participants commit to one full working day in Salem, with lunch and travel-related expenses reimbursed. This is a great opportunity for library staff, or to share with any of your patrons who are students and families, community members supporting schools, and others. The SIA represents close to $500 million in non-competitive grant funds available to all Oregon school districts and eligible charter schools.
About half of the funds distributed through the Student Success Act (SSA) are dispersed as grants via the SIA. The SSA focuses on students of color; students with disabilities; emerging bilingual students; and students navigating poverty, homelessness and foster care. This is an incredible time for public education in Oregon, and a turning point for how we, as educational leaders, think about improving the conditions, access and opportunities for young people in public education. Serving on a Quality Assurance and Learning Panel allows educators and other Oregonians from all backgrounds to make history and serve students.
About the Quality Assurance and Learning Panels
ODE will bring together panels of people to review and affirm the work of ODE staff while increasing learning about the work being done in districts, charter schools and communities across the state of Oregon.
The purpose of the Quality Assurance and Learning Panel is to:

  *   Support public understanding and grow confidence in the implementation of the SIA;
  *   Create conditions conducive for learning across districts and communities; and
  *   Support ODE's review efforts with a quality check.
Panel Design, Composition and Process:
As school districts and eligible charter school applications are submitted within the submission window of March 2 - April 15, 2020, ODE will facilitate panels that will convene each week for approximately eight weeks (between March 23 and May 18, 2020). Each panel will have the capacity to review eight to 12 ODE assessments on a given day.
 A Quality Assurance and Learning Panel will ideally be composed of:

  *   Practicing or retired educators;
  *   Students;
  *   Community partners;
  *   Family members and/or advocates representing/serving parents and families;
  *   Representatives from philanthropy or business;
  *   School board members and elected representatives; and
  *   School and district administrators, including ESD leaders.

Time Commitment & Logistics
Panelists will be asked to commit one full day (9 am-5 pm) to review ODE's evaluation of SIA application submissions in person in Salem, Oregon.
