Worrying about subsidizing people who can afford their own service seems similar to the faulty logic that focuses on the small amount of welfare fraud that happens in contrast to all those who need it and it helps.

Our board has asked for a survey of the district Hotspot users. Has anyone done this? Do you think it is okay? I was thinking if it is a voluntary survey it would not violate confidentiality. One board member questioned if we are subsidizing internet for residents who could afford their own service.
