Measure - 31-116 - City of Union - Continuation of the Library Operations Levy for Five Additional Years
QUESTION:
Shall the City of Union support library services by levying $1.05 per $1,000 assessed value for five years, beginning 2023?


SUMMARY:
Measure renews and reduces a levy that expires June 2023. Renewal supports the City Library of Union by funding central support and services. The expiring levy provides %100 of total city operating and personnel Library funding.



Renewal of the levy would allow the library to maintain open hours; avoiding cuts in service; Funds children's reading events, including summer reading and literacy programs for preschoolers; Purchase books and materials that all library users have access to; Provide reading and learning support, including online access and homework help designed to improve school success for all students in the city.


The renewed five-year levy continues library services at a fixed rate of $1.05 per $1,000 assessed value, which is unchanged from the current rate.

In 2023, typical homeowners with an assessed value of $200,000 would pay $210.



Estimated levy amount for each year would be $125,197 in 2023-2024; $128,953 in 2024-2025; $132,821 in 2025 - 2026; $136,807 in 2026-2027 and $140,910 in 2027-2028.

Measure - 24-474 - City of Salem - Community Capital Improvements General Obligation Bond Authorization
QUESTION:
Shall Salem issue up to $300,000,000 in bonds for streets, fire equipment, parks, affordable housing, libraries, technology, and public safety?


SUMMARY:
The City of Salem seeks approval to issue general obligation bonds to finance capital costs of projects expected to include:

Fire equipment, including fire engines and ladder trucks; Affordable housing; Construction and repair of streets and sidewalks, sidewalk connections and the Pringle Creek Path; Repairs to some bridges; Replacement of playground equipment at certain parks; Construction of coverings in certain parks; Construction and repair of City facilities; Two fire stations; Two branch libraries and affordable housing; Technology improvements including cybersecurity and financial reporting system; Capitalized interest and costs of bond insurance.



Bond principal would not exceed $300,000,000. Bonds may be issued in multiple series; each maturing within 30 years from issuance. The measure is not expected to increase Salem's bond tax rate above the current rate of $1.20/$1,000 of the assessed value thanks to payments for existing bonds decreasing in the future. This is the current approximate rate experienced by Salem taxpayers. Actual rates may vary based upon interest rates incurred and changes in assessed value.

Measure - 3-585- City of Johnson City - Measure to annex Johnson City into the Library District of Clackamas County
QUESTION:
Shall Johnson City annex into the Library District of Clackamas County?


SUMMARY:

In July 2009 Clackamas County formed a library district that includes the entire county except for the cities of Damascus, Johnson City, and the Clackamas County portion of Tualatin.



Because Johnson City residents do not pay into the new district, Johnson City residents lost access to Clackamas and other counties' libraries. If approved, Johnson City would be annexed into the library district of Clackamas County.

The levy would be 0.3974 per thousand. An average Johnson City household ($57,300 assessed valuation) would pay approximately $22.77 per year.



Annexation to the library district would provide dedicated funding to the library district of Clackamas County; restore full library privileges to Johnson City residents and allow residents to access libraries in Hood River, Multnomah, Washington, Clark, Klickitat and Skamania counties.



If the measure fails, residents could use the Johnson City library materials, but would have to pay fees to each county to use a particular county's library materials.

Measure - 4-220 - City of Astoria - Astoria Public Library Bonds to modernize, improve programming, technology and accessibility.
QUESTION:
Shall City expand, modernize, repair library; improve accessibility, technology, children's programming, literacy; issue bonds not exceeding $8 million; audits required?

SUMMARY:
The Astoria Public Library opened in 1967 and has not been significantly updated since. Much of the library is inaccessible for users with disabilities, building systems need replacement, and it lacks space for children's programming and community use.



The remodel will make available expansive unused space while retaining current structure.



Bonds would finance capital costs to improve library; expected to include the following projects.



Improve Accessibility - elevator to make all floors accessible, upgrading bathrooms, outside ramp, widening aisles.



Expand Children's Space and Programming - larger, designated area for children's programming, literacy and learning opportunities.



Update Technology - install modern wiring and technology.



Repair Aging Building - Heating, cooling improvements, electrical, roofing, flooring, lighting, plumbing upgrades, add energy efficient windows.



Audits required. Bonds may be issued in multiple series; each maturing within 21 years from issuance. Principal amount of bonds limited to $8,000,000. Estimated tax rate is $0.57 per $1,000 of assessed property value. Actual levy rate may differ due to changes in interest rates and assessed value.

Measure - 24-468 - City of Keizer - Establishes a Library Services fee within the City of Keizer
QUESTION:
Shall the City of Keizer establish a library fee within the City limits?

SUMMARY:

Keizer City Council wished to establish a Keizer Public Library. The current city budget cannot produce sufficient revenues for on-going and sustained operation of a library. Keizer City Council adopted an Ordinance to be referred to the voters to establish a library services fee at an initial amount of no more than $2.50 per month for each residential or non-residential unit or premises in the City of Keizer. The fee could not be increased more than ten percent in a twelve-month period.



Approval of this measure would establish a library services fee within the Keizer City limit.

Measure - 4-215 - City of Warrenton - Five Year Library Operations Local Options Levy
QUESTION:
Shall Warrenton levy $0.38 per $1,000 of assessed value for library operations for five years beginning FY 2023-2-28? This measure may cause property taxes to increase more than three percent. This levy would renew and existing levy and increase the tax rate from $0.33 to $0.38.

SUMMARY:
The purpose of this local option tax is to continue City of Warrenton library operations for the period of five years. The proposed tax is $0.38 per $1,000 of assessed property value, or $95.00 per year on a $250,000 house. The levy will begin in tax year starting July 1, 2023 and will end in the tax year ending June 30, 2028. The City will use the money to fund library staff, expand hours of operation add funds for community programs and outreach, and fund operations. The money raised can only be used for library operations.

It is estimated that this tax will raise $279,166 in FY 2023-2024; $287,541 in FY 2024-2025; $296,167 in FY 2025-2026; $305,052 in FY 2026-2027; and $314,204 in FY 2027-2028; for a total of $1,482,130 over the five-year period.
