QUESTION:
Replace the library at the current site downtown($35M) or on Ocean Blvd adjacent to Cascade Farm & Outdoor ($28M)?

SUMMARY:

The outcome of the election on this advisory question will not be binding. It will provide information to the Coos Bay City Council in consideration of the future location of the Coos Bay Public Library.



The existing Public Library in downtown Coos Bay is structurally failing and efforts have been underway to identify a location to rebuild the facility. The current facility sees over 100,000 visits annually and is a vital community resource, providing access to a physical book collection of 82,573 volumes plus electronic books, study areas, computer and internet access, community meeting rooms, education programs like Children's Storytime and outreach efforts like Community Fridge and Library on the Go.



Two sites have been identified as possible future locations of the library: rebuilding the library at the current site, estimated to cost $35 million or constructing a new library on Ocean Blvd, adjacent to Cascade Farm & Outdoor, estimated to cost $85 million. The Ocean Blvd site would also include a 911 dispatch center and disaster response center.

Measure 21-222 - Lincoln County Library District - Local Option Tax For Library Services

QUESTION:
Shall Library District renew levy of 9¢ per $1,000 assessed value for five years, beginning 2025-26, to fund your library?
This measure renews current local option taxes.
SUMMARY:
This measure will renew the expiring local option tax. Approval of this measure continues providing funding at its present level for the Lincoln County Library District and the funding it provides to libraries in Lincoln City, Newport, Siletz, Toledo and Waldport.
It is estimated that this measure would raise approximately $403,491 in tax revenues for 2025-26,
$415,596 in tax revenues for 2026-2027, $428,064 in tax revenues for 2027-2028, $440,906 in tax revenues for 2028-2029, and $454,136 in tax revenues for 2029-2030. The estimated tax cost for this measure is an ESTIMATE ONLY based on the best information available from the county assessor at the time of the estimate.
