[OMS_MANAGERS] Public Smoking Areas Downtown

We have a very small downtown area.  At this time, we don't have any
designated smoking areas set up, but we do have a cigarette problem on our
side streets by some restaurants especially and we have done a lot of clean
up of them after events and the farmers market.  There is a cigarette butt
receptable outside the two restaurants provided by them, but this
discussion makes me think that we should look into some on our own.
