Hey Steve,
Below are our policies on our Halloween Trick or Treat event:
* Any business physically located in downtown can participate free of charge (there's no way to prevent them from stepping outside their door and giving out candy)
* Businesses not located in downtown can participate (free for members of the downtown association; $25 for non members)
* Non-downtown businesses are placed with a 10'x10' area (tent optional) behind the crosswalk of the side street intersections (we close the street for our event)
* We solicit sponsors for the event, whose logos are printed on 1,000 cloth trick or treat bags we give out during the event
* Event sponsors and members of the downtown association are allowed to put anything smaller than an 8.5"x11" paper in the first 500 bags (they drop them off at the office the week before and we organize volunteers to pre-stuff). We of course also stuff the bags with a calendar of our holiday events and promotions.
* Unless they have a downtown storefront, we do not allow religious or political groups to do any kind of marketing at any of our events.
One thing I've done in other communities, and brought to McMinnville this year, was securing a 20% discount on candy from a local retailer. The candy retailer benefits by selling a ton more candy, and it's more affordable for businesses who are shelling out hundreds of dollars on candy for a community event.
Hope that helps

Hi Steve --
Sandy has been doing the Trick or Treat Trail for many years now. It is run by our Chamber of Commerce now rather than Sandy Main Street (which sadly is no more), but participation is huge. More than half of all businesses in downtown Sandy participate now -- even some of those that are normally closed on a Saturday have been opening up for the event. It's a great way to promote local business. Last year we counted something like 1,600 kids participating -- this doesn't count parents or guardians....just kids in costume. We have a population of just over 11,000.
We view our event as primarily for local businesses -- we do have a few businesses that have outside vendors that come and "help" them hand out candy and promotional stuff -- but it's only a handful, and we don't really allow businesses from outside Sandy to come in and set up shop for this event. The reason is that this event is primarily a retail/service business awareness event, in that we are trying to show locals what stores we have downtown so they don't feel like they have to drive to Gresham or Portland (nothing against those two cities, of course!) to do their shopping when we have stores downtown that they might not know about. You might think that the locals already know what is in their downtown, but we are constantly surprised by how many do not know. For instance, we have a "new" meat market downtown that has been in business for more than a year (opened August 2017), and they still get multiple customers every day that say "I had no idea you were here!", even though they literally drive by the store every day on their way to work. Dolly's Pet Shop moved from one downtown location to another one literally two blocks away on the same street, and she still gets one or two a month that say "I thought you went out of business years ago!" or "When did you decide to open up shop again!" She moved over 4 years ago. :)
As to religious or political organizations....any business or org downtown is welcome to participate. Some of our churches and most of our non-profits do. One of our biggest and most flamboyant participants is the local gun retailer. We've never had any problems with proselytizing or other inappropriate behavior that I know of. And it keep growing every year.
Hope that helps! Good luck!

Hi All,
Each year on Halloween, our organization promotes though the schools Trick or Treat Main Street. We capture about 2000 children with parents.
Most Main Street Vendors participate by giving out snacks or candy. Some may do some low level marketing as well
Each year we are approached by outside organizations wanting to hand out candy and or information.
If you do this type of event- do you have any policies on such outside vendors??
Religious OK? (church youth groups)
Political (School district Bond levy)?
Must be child centric?
One concept we have kicked around is to create “sponsors” and include space for a 10x10 tent- That being said, what’s 2 hours of exposure worth…
Any & all information is useful!
TIA-Steve
