[Or-srp] Outdoor events

Hello!  Hope all is well in Salem.  We are planning our summer reading
program and having trouble figuring out which guidance we need to follow
for outdoor programs.  Should we be following the "Youth Programs"
guidance
( https://sharedsystems.dhsoha.state.or.us/DHSForms/Served/le2351p.pdf )?

Our programs would be held in the city park next to our library.
