Scope of the Position
The primary purpose of this job/position is to: provide a wide range of project and information management, coordination, monitoring, and evaluating activities. Primary functions require a thorough knowledge of budgeting and financial processes, and include support of management and staff through budget development and forecasting, monitoring of actual costs to budget, assistance with development and analysis of fiscal policy, and financial planning and reporting.

This is a lead analyst position within the Office of Budget Planning and Analysis (BPA), serving one of the program divisions of DHS. Because programs and budgets are often interrelated throughout the Department, this position must not only have in-depth expertise on the programs for which this position has primary budget responsibility but also must have and apply working knowledge of other Department programs and budgets.

The incumbent in this position may work independently of the budget manager and work is often not reviewed prior to delivery to customers including the Legislative Fiscal Office (LFO) and the Office of Budget and Management (BAM). The incumbent is responsible for making decisions in the budget development process that have significant impact on management/policy decisions.
WORKING CONDITIONS
This position involves frequent contact with division management and staff; financial and executive-level staff of health care and provider organizations, actuaries, state, county and federal officials; frequent interruptions; demanding timeframes, including overtime as needed and periodic instate travel, especially during budget development and legislative sessions.

Work in an office setting with significant use of a computer and phone. Sometimes requires overtime and numerous short deadlines throughout the year. Requires working with a wide variety of people and situations, which may occasionally expose the employee to difficult situations requiring diplomacy.

This position works collaboratively in a team setting. Good interpersonal skills are necessary for team success, including the willingness to collaborate, share information, and coordinate processes. The position also requires excellent customer service skills for both internal and external customers, as well as a high degree of initiative and independent judgment.
