[OYAN] Fine Free Resources from St. Paul & Colorado

Hello library land,

The St. Paul Public Library in Minnesota recently went Fine Free and has a PRETTY AWESOME collection of resources up on their website<https://sppl.org/fine-free/> for their social media campaign - if you've recently gone fine free or are contemplating it, this would be an excellent place to look at how they're messaging in their community & their mayor's video clip, fact sheet, presentation, and collection of recent articles about going fine free. It would also be a good thing to look at if you're trying to do some other initiative in your community - they really considered a great variety of ways to communicate how they're changing their services. While your library may not have the resources to do this kind of website, the strategies they use may still be worth considering.

Additionally, the Colorado State Library has a white paper from 2017 recommending eliminating fines and fees for children's materials<https://www.cde.state.co.us/cdelib/removingbarrierstoaccess> that may be useful. (but it is not quite as shiny as the St. Paul materials. :) )
