This morning the Oregon Department of Education (ODE) released Ready Schools, Safe Learners: Guidance for School Year 2020-21, which the press release<https://content.govdelivery.com/accounts/ORED/bulletins/28fed4a> describes as "the initial guidance for how public and private schools will develop an operational blueprint for the 2020-21 school year. The blueprint will evolve throughout the year based on school district, public health, and community feedback, as well as incorporate new health and safety guidance to adapt to the COVID-19 situation as it changes."
There's an official guidance document<https://www.oregon.gov/ode/students-and-family/healthsafety/Documents/Ready%20Schools%20Safe%20Learners%202020-21%20Guidance.pdf> and a website of related resources<https://www.oregon.gov/ode/students-and-family/healthsafety/Pages/Planning-for-the-2020-21-School-Year.aspx>. The Ready Schools, Safe Learners resources are also accessible from ODE's COVID-19 Resources page<https://www.oregon.gov/ode/students-and-family/healthsafety/Pages/COVID19.aspx>.
School districts, private schools, and state-sponsored charter schools must each post their operational blueprints to their website and submit the link to ODE no later than August 15, and ODE will include that information on their Blueprints page<https://www.oregon.gov/ode/students-and-family/healthsafety/Pages/2020SYDistrictPlanningLinks.aspx>.
Look for updates from ODE<https://www.oregon.gov/ode/about-us/Pages/2020-News-Releases.aspx> throughout the summer - on June 30, July 21, and August 11. Also, anyone is welcome to submit feedback<https://www.surveymonkey.com/r/readyschools> about ODE's guidance.
Libraries are only specifically mentioned on p. 23 of the current version of the official guidance document<https://www.oregon.gov/ode/students-and-family/healthsafety/Documents/Ready%20Schools%20Safe%20Learners%202020-21%20Guidance.pdf>: "Clean libraries and books prior to distribution. Consider designating specific days/times for specific cohorts. Create checkout and return procedures allowing books to be untouched for 72 hours and sanitized." That said, other information in the document applies to libraries, like that about handwashing, seating arrangements, etc.
As you consider how school libraries will fit into the operational blueprint, the State Library's guidance about reopening libraries<https://libguides.osl.state.or.us/ld.php?content_id=55084691> might be helpful, as might other information in the Reopening Guidance section<https://libguides.osl.state.or.us/coronavirus/Reopening> of the State Library's COVID-19 LibGuide. I shared that information last week; see the post below. I will share as I learn about resources that might help shape plans for using school libraries next school year, and I encourage you to do the same.

Hi Folks,
Today the State Library posted a document with guidance about reopening libraries<https://libguides.osl.state.or.us/ld.php?content_id=55084691>. It's in the Reopening Guidance section<https://libguides.osl.state.or.us/coronavirus/Reopening> of our COVID-19 LibGuide<https://libguides.osl.state.or.us/coronavirus>. While the guidelines are not specific to school libraries, many of the recommendations are still relevant, like about handling materials and social distancing. See more information in the email below from Jennifer Patterson, State Librarian.
Note that in the Collection Handling section of the guidance document, it says this:
Follow collection safe handling recommendations from Institute of Museum and Library Services (IMLS) study (results expected by August 2020). Pending results of the IMLS study, the following recommendations are emerging...
That is a reference to the REopening Libraries, Archives, and Museums (REALM) project<https://www.webjunction.org/explore-topics/COVID-19-research-project.html> between the IMLS, OCLC (WebJunction), and Battelle. For one piece, the IMLS contracted with Battelle, a lab, to conduct research about how long the SARS-CoV-2 virus lives on several common library materials. Results of that study should be available by late summer, and I will post about the results. Anyone can sign up to receive updates about the REALM project<https://www.oclc.org/content/oclc-forms/en_us/realm-updates.html>.
On a related note, during the week of June 8, the Oregon Department of Education (ODE) is expected to post guidance about reopening schools in the fall. This is ODE's COVID-19 Resources page<https://www.oregon.gov/ode/students-and-family/healthsafety/Pages/COVID19.aspx>.

Hello Colleagues,
The reopening guidance document for libraries has been finalized and is attached and posted on the State Library Reopening Guidance<https://libguides.osl.state.or.us/coronavirus/Reopening> page of the COVID-19 LibGuide<https://libguides.osl.state.or.us/coronavirus/home>. It took longer than expected to go through the review process, and I apologize that this wasn't available sooner. I know that you have all been moving forward to restore service levels using a variety of approaches, and I hope that this guidance is helpful in informing your decision-making and working within your local jurisdictions as you continue to move forward. A few things of note in the attached guidance:
* You will notice that this is on State Library letterhead rather than OHA letterhead. The Governor's office decided that this guidance would come from the State Library since the Governor didn't close libraries as part of the original Stay Home, Save Lives executive order. Although this hasn't been reviewed by OHA, it was written in coordination with the Governor's office and aligns with OHA general guidance.
* The original draft had a section of required actions and a section of suggested actions, modeled after the other sector guidance issued by OHA. After DOJ counsel review, it was determined that the State Library does not have authority to issue mandatory requirements related to COVID-19 to local libraries under its inherent authority or under the Governor's executive orders. Given this, the guidance was revised to be recommendations instead of mandatory requirements. However, you will want to make sure to comply with any relevant state-issued general guidance for all of the phases.
* This guidance document falls under statewide guidance, rather than under one of the reopening phases since libraries were not closed by the Governor. You will want to monitor the Governor's COVID-19 website<https://govstatus.egov.com/or-covid-19/> for details related to each phase and how it may impact your operations.
* I consulted with our DOJ counsel regarding statewide guidance on requiring visitors to wear face coverings in public facilities. He was not able to provide statewide guidance, so you will see that the attached guidance document asks that you refer to your local legal counsel with any questions related to this issue.
