Subject: [Libs-Or] Federal budget bill passes & Town Hall reminder
As you know, the Senate and the House have both now passed the federal spending reconciliation bill. The bill, which is a tax and spending bill, addresses mandatory and not discretionary spending. As such, it provides the overall roadmap for the federal budget and does not resolve the issue of funding for IMLS. The actual work in constructing the 2026 federal budget will take place this summer in various subcommittees.
IMLS funding will be tackled by the subcommittees charged with that portion of the budget, specifically the Appropriations subcommittee on Labor, Health and Human Services, Education, and Related Agencies that Senator Merkley serves on.
If you want to learn more about the budget reconciliation process - which Congress uses for three specific purposes, to make changes in the statutory debt limit, to make changes in revenues, and to make changes in direct (mandatory) spending, or any combination of the three - you can learn more<https://www.congress.gov/crs-product/R48444> from Congress or view this simplified explanation<https://bipartisanpolicy.org/explainer/budget-reconciliation-simplified/>.
One final note: whereas the President proposed $6 million in his budget framework for winding down the operations of IMLS, IMLS submitted a budget request<https://www.imls.gov/publications/2026-congressional-budget-justification> of $5.5 million for the same purpose.
And a reminder that I'm hosting a Town Hall next week:
Wednesday, July 9
11:30a - 12:30pm

Please submit your questions here: https://www.cognitoforms.com/StateLibraryOfOregon/QAWithTheStateLibrarian
This will be recorded, and I'll share out the link in a future update.
Wishing you all a wonderful 4th of July! If you're looking for a truly inspirational American story, the Oregon Historical Society's Yasui Family exhibit<https://www.ohs.org/museum/exhibits/the-yasui-family-an-american-story.cfm> is now open.
Thanks,
Wendy
