[PL-Directors] Library Journal names three Oregon 'star' libraries for 2018

Congratulations to:


*        Waldport Public Library

*        Bandon Public Library

*        Multnomah County Library

These three awesome Oregon libraries were recently named 'star libraries' by Library Journal's 2018 Index of Public Library Service<https://www.libraryjournal.com/?page=americas-star-libraries-2018>!

Congrats especially go to Waldport and Bandon for earning this ranking for the first time since LJ began this process in 2007. Both Multnomah and Waldport earned 4 stars, while Bandon earned 3 (out of 5 possible). The rankings were developed by Library Journal using the most recent (FY2016) national Public Library Survey data<https://www.imls.gov/research-evaluation/data-collection/public-libraries-survey> from the Institute of Museum and Library Services. Library Journal's methodology looks at per capita service measures in the areas of library visits, circulation (including e-books), program attendance, and public computer use. Oddly enough, Library Journal has decided not to include libraries serving fewer than 1,000 in their index, making about 12% of Oregon public libraries ineligible for a star.
