State Library open house on May 21 Message-ID: Hi folks, The Library Support and Development Services division of the State Library of Oregon is having an open house on Thursday, May 21, 1:00-4:00, at the State Library Building in Salem, Oregon. This will be an informal, drop-in event, so there's not set schedule. It's the first open house we've held at the building since before the COVID-19 pandemic! You'll have the opportunity to meet our staff and library folks from other Oregon libraries, learn what each division of the State Library does, and tour our historic building. Any staff, volunteers, etc. from Oregon libraries are welcome to attend. If you think you're going to attend, please fill out this RSVP form. Filling out the form doesn't obligate you to attend, and you're welcome to attend even if you don't fill out the form! We just want to get an idea of how many people to expect. Directions to the State Library and parking options are about half-way down the Visiting the State Library page. Stay tuned for future State Library open houses in Salem and beyond in the months and years to come. We're looking forward to connecting and re-connecting with y'all! Cheers! These OARs implement the Oregon Revised Statutes (ORS) for "Financial Assistance for Public Library Services to Children," ORS 357.740-780. More information about the rules revision process can be found on our Administrative Rules page. Public comment on the proposed revisions is now open. Sections under revision include: * Division 40 - Ready to Read Grants * 543-040-0005 Scope * 543-040-0010 Definitions * 543-040-0015 Authorized Activities * 543-040-0020 Population Determination * 543-040-0023 Square Mileage Determination * 543-040-0025 Grant Restrictions * 543-040-0030 Grant Applications * 543-040-0035 Grant Appeals * 543-040-0040 Distribution Schedule * Division 80 - Public Libraries * 543-080-0040 Population Determination for Public Libraries Proposed changes are as follows: * Update the rules to match current practice for Ready to Read Grants. * Make definitions consistent with definitions elsewhere in the Administrative Rules. * Add new definitions, including for "federated library system" and processes by which such systems access grants. "Federated library system" includes entities such as Chemeketa Cooperative Regional Library Service, Umatilla County Special Library District, and Coos County Library Service District. * Use actual dates rather than referring to the fiscal year. * Move or refer population calculation-related provisions to Division 80: Public Libraries, which contains other provisions about population calculation. * Set a hard due date of September 30 for grant applications. * Change grant appeals process to go to the State Librarian rather than the State Library Board. Documents available for review: * Notice of proposed rulemaking (PDF) * Proposed changes (PDF) * Proposed changes with markup (PDF) Public comments can be submitted in the following ways: * Using the public comments form. Public comments submitted by 12:00 PM (noon) on Friday, April 17, 2026, will be included in the packet for the State Library Board meeting on May 15, 2026. Comments will be accepted on the form until May 15, 2026, approximately 9:30 AM. * Attending the hearing (in person or remotely) held during the State Library Board meeting on May 15, 2026, at approximately 9:05 AM. Please contact Susan Westin (susan.westin at slo.oregon.gov or 503-378-5435) or Jessica Sokoloff (jessica.sokoloff at slo.oregon.gov or 503-378-5015) for more information. Public comments will close at the end of the hearing held at the State Library Board meeting on May 15, 2026, at approximately 9:30 AM. Huge thanks to the volunteers on our rules advisory committee: April Spisak (Albany), Susie Hansen (Umatilla), Meg Spencer (Siuslaw), Victoria Campbell (Beaverton), Jane Ellen Innes (Jefferson County), and Marian Rose (Seaside). Their feedback was invaluable both for the proposed rules language and making sure that libraries have the information they need to apply for the grants. Eligibility & Other Considerations 1. Libraries must be government entities (including special districts), Tribal governments, or 501(c)3 non-profits. 2. At this time, college/university libraries and county law libraries are not eligible. 3. Organizations may apply for one collections OR programming grant per year. 4. These grants are only available for communities considered rural or remote with populations less than 40,000. 5. Please right-size your request to support only what you need. Funds are available until they are exhausted for the budget year. 6. Please note: Because we have limited funds available for each school and district, a signed letter of support from a library district director or building supervisor (such as a principal) or superintendent is required. We encourage libraries to work across their district or system to coordinate applications whenever possible. 7. Roundhouse Foundation is unable to fund individuals, religious or faith-based organizations, private charter schools, or political activity. We encourage you to review these criteria in full before applying: www.RoundhouseFoundation.org/grants. 8. We are open to creative approaches and helping your organization with what is most needed. If you're not sure if your project is a good fit, please contact us. Timeline 1. Application Period: June 1 - November 30, or until funds are exhausted for the budget year. 2. Review: Applications are reviewed at the beginning of each month. It can take 6 to 8 weeks to review projects. 3. For time-sensitive projects, please contact us. We are generally unable to consider projects that take place within four weeks following the submission date, but will do our best to accommodate needs with prior notice. 4. Final Report: If awarded funding, Roundhouse will request a brief final report on how funds were spent, successes, and challenges. Final reports are due 12 months following the decision date, but can be submitted early if funds are spent. Application question list will be finalized & posted soon to the website soon. Message-ID: Hi all, There will be an official press release in the coming weeks, but you heard it here first: in 2027, the total amount of Ready to Read grants will be increased by $400,000, thanks to an addition of Birth to 5 Literacy funds from the Department of Early Learning and Care (DELC), in recognition of the critical role public libraries serve for early childhood literacy. Libraries will receive anywhere from 28% to 100% more Ready to Read funds over 2026, with a median increase of 65%. The preliminary 2027 R2R grant award amounts will be released in July, as per usual. As you know, eligible public libraries use R2R funds to support early learning or summer reading programming. This amount increases total funds by nearly 50%, to $1,310,066. The State Library will double the minimum grant for libraries to $2,000. The rest of the funds will be distributed based on the statutory formula in 80% on a per child age 0-14 in the library's service area and 20% on square mileage. While the financial picture looks different these days, the time and attention you brought to the Fall 2025 survey and listening sessions is most appreciated and will help inform the State Library's next strategic plan. I'm happy to share that the report is posted! Stay tuned for a future Town Hall to help unpack this 70-page look at the community's understanding and expectations of the State Library. The Governor has submitted appointments for Senate confirmation next month, which includes three folks for the State Library Board: * Nikotris Lewis, member of the public representing Western Oregon, for a second term * Jennifer Reading, public library representative for Western Oregon, for a first term * Mary Beechler, member of the public representing Eastern Oregon, for a first term When confirmed, all three of these appointments will begin on July 1, 2026, and end June 30, 2030. Read more about the State Library Board on our website. Please let me know what questions this sparks.
