Job Announcement: Community Programs Liaison/Cancer Coordinator (Program Analyst 2) – Limited Duration (until 2/16/2022)

This is a full-time, limited duration, classified position and is represented by a union.

The Oregon Health Authority (OHA), Public Health Division (PHD), Health Promotion and Chronic Disease Prevention (HPCDP) Section<https://www.oregon.gov/oha/PH/DiseasesConditions/ChronicDisease/Pages/Program-Information.aspx> in Portland, OR is recruiting for a Community Programs Liaison/Cancer Coordinator to provide technical expertise to Health Promotion and Chronic Disease Prevention staff, local public health departments, tribes, community organizations, voluntary agencies and other chronic disease prevention partners to implement and evaluate interventions at the community and organization level which promote community norms change and decrease tobacco use, alcohol and other drug use,  increase physical activity, assure access to healthy foods, and promote access to chronic disease self-management programs.

Most of this work may be conducted remotely at an alternate worksite with full access to the needed operating systems and technology. However, there are many times that the work will need to be conducted at the primary work location listed in this announcement, the Portland State Office Building located at 800 NE Oregon Street, Portland, OR 97232. Work location can be changed at any time at the discretion of the hiring manager.

What will you do?
As the Community Programs Liaison/Cancer Coordinator, you will provide technical expertise and information to local program coordinators, local public health agencies, state agencies, community organizations, and other chronic disease prevention partners to implement interventions at the community and organizational level that promote health equity and norms change around tobacco, physical activity, and nutrition. You will provide technical assistance and consultation, support communications, and coordinate or conduct training for state and local partners on effective strategies for implementing chronic disease prevention and self-management “Best Practices” with an emphasis on reducing health inequities.

Additionally, you will monitor community and tribal programs for compliance with approved budget and work plan implementation activities, including summarizing site visit observations and reviewing narrative and data reports; create program operational guidelines and procedures for use by community and tribal programs and community organizations; prepare Requests for Applications and Requests for Proposals; recommend approval for proposed work plans and budgets for local programs; and monitor reports or other documents from local programs to evaluate program progress. In addition, you will provide consultation and technical assistance for comprehensive cancer programs and initiatives; develop program objectives; write grant applications and technical reports; contribute to strategic planning; train staff; and evaluate program success.

This position represents the Health Promotion and Chronic Disease Prevention Section before community organizations, coalitions, professional organizations, and other stakeholders which includes preparing technical reports and manuscripts for publication and public dissemination regarding outcomes of chronic disease prevention and self-management interventions, along with presentations for various partner organizations, CDC, professional meetings, and others.

Requested Skills

  *   Minimum requirements: Minimum of a bachelor’s degree in public health or a related field plus two years of experience coordinating a public health program OR possess five years of experience coordinating a public health program.
  *   Experience planning and providing training and technical assistance to a diverse group.
  *   Experience developing training tools and agendas.
  *   Experience creating and maintaining partnerships among diverse constituencies.
  *   Experience providing guidance and motivation to outside partners.
  *   Experience monitoring programs for compliance and quality assurance.
  *   Experience in public speaking with demonstrated professionalism, confidence and poise.
  *   Experience in project management, organization and planning skills.
  *   Proficient in MS Word, Excel, PowerPoint, Outlook, desktop publishing software applications and Articulate Storyline to develop online training.
  *   Experience promoting a culturally competent and diverse work environment.
