[Solar_rulemaking] Public comment on draft solar rule

Several members of the public have submitted written comments<https://www.oregon.gov/lcd/LAR/Documents/Solar_RAC_Mtg4_PublicComments.pdf> for the rulemaking advisory committee to consider. The comments that we received by noon today have been posted on the Department of Land Conservation and Development solar rulemaking webpage<https://www.oregon.gov/lcd/LAR/Pages/Solar.aspx>. Those received after noon on Dec. 10 will be available on paper at the committee meeting tomorrow.
