That section looks like it prohibits gifts for retirements and is not a prohibition on paying / rewarding survey participants.  You're not giving a gift in this case, just paying for their survey feedback.  I just talked to our accounting manager (Jason Robinson who I cc'd) and he says that he has seen this be considered an appropriate use of state funds before - although I would certainly check with your agency to make sure this is allowed.

Hello SORA colleagues
I'm curious to know if anyone has experience with incentivizing participants (e.g. school teachers/staff, parents, students, community members, etc.) to complete surveys in your studies?
I've been told that we can't as state agencies: "OAM 10.40.10 paragraph 115  notes items which may not be purchased with State funds and it specifically states gifts."

Any feedback/input/advise on this topic is greatly appreciated!
