The Oregon Health Authority (OHA), Public Health Division (PHD), Injury and Violence Prevention (IVP) Section<https://www.oregon.gov/oha/PH/PreventionWellness/SafeLiving/Pages/Program-Information.aspx> in Portland, OR is recruiting for an Injury Data Analyst to manage, analyze and report non-fatal overdose, suicide attempt, and firearm injury data. The data, education, consultation, and technical assistance IVP provides through our partnerships, as well as our work with policy makers, is intended to reduce the economic, social, and personal burden due to injury in Oregon.

Most of this work may be conducted remotely at an alternate worksite with full access to the needed operating systems and technology. However, there are times when the work will need to be conducted at the primary work location listed in this announcement, the Portland State Office Building located at 800 NE Oregon Street, Portland, OR 97232. Work location can be changed at any time at the discretion of the hiring manager.
What will you do?
As the Injury Data Analyst, you will contribute to team-based public health data tracking initiatives within the Injury and Violence Prevention (IVP) section by analyzing and reporting injury-related data from the ESSENCE syndromic surveillance system and other sources. You will design and complete data quality assessments and develop means of sharing data on overdoses, nonfatal suicide attempts, and other types of injury for internal and external partners using data visualizations created with Tableau and R. This position centers health equity and cultural sensitivity in dissemination of injury trend information and ensures non-stigmatizing communication about injury trends related to disproportionately affected communities. This position performs regular updates to online injury data dashboards from ESSENCE and other data, provides technical assistance to data users, and conducts process and outcome evaluation of injury data tracking initiatives. Please note that this position requires a high level of emotional intelligence and the ability to safely engage with data on topics (including suicide) that can cause vicarious trauma.

What are we looking for?
Requested Skills

  *   Minimum requirements: A bachelor's degree in public health or a related field that included six-quarter units in statistics or quantitative analysis methods and procedures, and one year experience using computerized applications to independently gather, compile, and analyze public health data and prepare narrative or statistical reports; OR four years of research experience using computerized applications to independently gather, compile, and analyze public health data and prepare narrative or statistical reports.
  *   Master's in public health with experience in research design and analysis and/or health informatics focus is preferred.
  *   This position requires a high level of emotional intelligence and the ability to safely engage with data on topics (including suicide) that can cause vicarious trauma.
  *   Experience promoting a culturally competent and diverse work environment that centers health equity.
  *   Experience with methods of epidemiologic surveillance, program evaluation, and quality assurance studies.
  *   Proficiency in data visualization using Tableau, R Shiny and/or other tools.
  *   Experience with interactive web applications such as R Shiny or Python.
  *   Experience working with statistical software such as SAS, R or STATA.
  *   Experience with GIS (ArcGIS or QGIS).
  *   Experience with SQL for relational database management systems.
  *   Experience working with relational databases, and with linkage of large data sets using deterministic and probabilistic matching software such as Link King and Link Plus.
  *   Experience presenting information to groups in person and via webinars.
  *   Proficiency in Word, Excel, Outlook, and PowerPoint.
