Health IT Policy & Program Manager (HPPM3) - The Oregon Health Authority (OHA) has a fantastic opportunity for a Health Information Technology Policy & Program Manager to join an excellent team. This is a full-time, permanent, management supervisory position with the Health Policy and Analytics (HPA) Division.

The Health IT Policy & Program Manager serves as a key part of OHA's Office of Health IT and Analytics Infrastructure's (OHITAI) leadership team, partnering with the OHITAI Director and OHA leaders to ensure that health IT supports Oregon's health equity and health reform priorities. This person in this position manages the strategic direction of the Health IT Policy & Program unit, which is responsible for broad and diverse functions related to health IT policy, programs, partner engagement, and limited health IT technology services. The person in this position will also serve as a key point of contact externally and as a subject matter expert for health IT within OHA.

  *   Health IT includes electronic health records, patient tools like patient portals (e.g., MyChart), and tools that support electronic health information sharing, such as health information exchange (HIE) and community information exchange (CIE).

This position provides hands-on guidance, coordination, leadership, feedback, and technical assistance to staff in this unit. Bodies of work include committee management (e.g., staffing the Health IT Oversight Council (HITOC)), strategic planning, policy and program development, environmental scan of health IT adoption/use in Oregon, partner engagement, annual compliance reviews of Medicaid Coordinated Care Organization Health IT Roadmaps, management of OHA's public/private partnership - Health IT Commons, and other contract and financial management. The person in this position will work with key healthcare consumer and industry partners, as well as engaging with committees and building collaborative partnerships to improve this work.

The person in this position should have strong experience in staff and team management, policy and program development, project management, and interpersonal skills and poise, and will have a substantial amount of autonomy requiring exceptional skills in self-direction, as well as navigating complex situations and competing demands. The position works regularly with partners across OHA as well as other state agencies; contractors and vendors; committees and workgroups; members of the community including community-based organizations; representatives of the health care industry, including health insurers, CCOs, hospitals, health care providers, and clinics; advocacy groups; and other external partners and interested parties. This position will play an integral role in supporting HPA's contribution to OHA's 10-year goal of eliminating health inequities.
