[TL-Directors] Governor’s Stay Home, Save Lives order and library services

Hello colleagues,
The Governor’s Stay Home, Save Lives executive order<https://govsite-assets.s3.amazonaws.com/jkAULYKcSh6DoDF8wBM0_EO%2020-12.pdf> issued Monday, March 23, does not specifically mention libraries. However, there are some important elements of the order that are critical to consider when determining library services at this time.
· The primary takeaway from this order is that it is essential to the health and safety of Oregonians that individuals stay at home to the maximum extent possible. Any library services that bring people out of their homes should be evaluated within that context.
· When individuals need to leave their homes, they should maintain social distancing of at least 6 feet from any person. Any services that libraries offer that cannot accommodate this social distancing provision should not continue.
· The Government Buildings provisions in the order are specific to state buildings, but local and tribal governments are “strongly encouraged to adhere to the policies underlying these directives.” This includes closing buildings to the extent possible, providing phone and online services, and facilitating telework options to the maximum extent possible.
· Workplaces that continue to operate in person must designate an employee to establish, implement, and enforce social distancing policies consistent with Oregon Health Authority guidance.
Libraries are doing what they do best and finding creative ways of delivering service during this pandemic. Offering virtual story times, highlighting and expanding e-books and other electronic offerings, and sharing information and resources through various social media platforms are all great examples of this. In-person offerings should be minimized and are discouraged at this time.
