[TL-Directors] Updated mask guidance now available

Directors,

The Oregon Health Authority (OHA) has now updated the guidance on masks, face coverings, and face shields<https://sharedsystems.dhsoha.state.or.us/DHSForms/Served/le2288K.pdf>. As expected, the new guidance says that fully-vaccinated individuals do not need to wear a mask in most settings unless the person is in "any setting where the owner or operator continues to require masks, face coverings or face shields" in accordance with guidance.

OHA also issued a new document: Interim Guidance for Fully-Vaccinated Individuals<https://sharedsystems.dhsoha.state.or.us/DHSForms/Served/le3727.pdf>. This document states that businesses (which includes libraries) are required to continue enforcing mask guidance and physical distancing unless the business:


  *   "Has a policy for checking for proof of vaccination status of individuals; and
  *   Requests proof of vaccination status from each individual; and
  *   Reviews each individual's proof of vaccination prior to entry or admission."

If you meet those criteria, you may permit fully-vaccinated individuals to go without masks and forego physical distancing. More details are on page 3 of the interim guidance.

The Oregon Occupational Safety & Health Administration (OSHA) has not yet issued new rules, which will appear on their COVID-19 page<https://osha.oregon.gov/covid19/> when updated. Until those new rules are issued, we encourage libraries to follow the guidance laid out above, as delineated in the updated mask guidance and interim guidance for fully-vaccinated individuals.
