Good morning and happy Labor Day (a few days early).
The SWARM resources website<https://www.oregon.gov/das/Financial/Acctng/Pages/Accounts-receivable-resources.aspx> (Liquidated and delinquent account reporting resources link) has been updated with the recording of the 2019 Liquidated and Delinquent Account Report Training<https://das.adobeconnect.com/ppmyehuvwv5h/> that includes audio. There is also a link<https://www.oregon.gov/das/Financial/Acctng/Documents/2019%20LFO%20Report%20Training.pdf> for the slides only for easy printing. This training is required to maintain eligibility for the A/R Honor Roll<https://www.oregon.gov/das/Financial/Acctng/Documents/AR%20Honor%20Roll%20Key%20Dates.pdf>, if you were unable to attend the training on August 28th you can still meet this requirement by watching the recorded training and emailing SWARM at Oregon.gov<mailto:SWARM at Oregon.gov> with your contact information and date you watched the recording.
The reporting manual<https://www.oregon.gov/das/Financial/Acctng/Documents/2019%20Reporting%20Manual.pdf> has been updated for 2019, please review and use the manual as you prepare your data for the FY 2019 reporting.
The Reporting Worksheet<https://www.oregon.gov/das/Financial/Acctng/Documents/LFO%20Reporting%20Worksheet.xlsx> has also had updates for 2019, this tool is provided to assist agencies in identifying common reporting errors as well as gather data by fund type and reconcile to agency records.
New for 2019: SWARM is also providing an agency checklist<https://www.oregon.gov/das/Financial/Acctng/Documents/Agency%20checklist.xlsx> to help the agency verify data between the Accounts Receivable Performance Measures (ARPM), the LFO reporting worksheet and the Certification of Accounts Written-off, Abated or Canceled.
The LFO reporting website<https://apps.leg.state.or.us/DelinquentAccounts/Account/LogOn?ReturnUrl=/Delinquentaccounts> is now open for agency entries, please note that September 20 is the target date for agencies to complete data entry to the LFO reporting website. This will ensure sufficient time for corrections that may be needed before the statutory deadline of October 1.
The FY 2019 Q4 and annual ARPM reports<https://www.oregon.gov/das/Financial/Acctng/Documents/75.35.12.FO.xls> along with the Certification of Write-off, Abated and Canceled Debt<https://www.oregon.gov/das/Financial/Acctng/Documents/75.35.15.fo.pdf> are also due by October 1.
Once you have completed data entry to the LFO website please email the following to SWARM at Oregon.gov:
1. the Reporting Worksheet<https://www.oregon.gov/das/Financial/Acctng/Documents/LFO%20Reporting%20Worksheet.xlsx>
2. the Quarter 4 and FY2019 annual ARPM reports<https://www.oregon.gov/das/Financial/Acctng/Documents/75.35.12.FO.xls>
3. the Certification of Write-off, Abated and Canceled Debt<https://www.oregon.gov/das/Financial/Acctng/Documents/75.35.15.fo.pdf>
SWARM will then review the agency reported data and contact the agency if there are any questions.
