Colleagues,

The Oregon Department of Administrative Services (DAS) on behalf of the state of Oregon is making updates to improve accuracy, timeliness, and consistency in how employees are paid.

The upcoming structural pay changes apply to all agencies using the Workday Payroll system. These changes will help ensure accurate, timely, and reliable pay across Oregon state government. These changes will also help us remain fully compliant with state and federal laws.

By July 1, 2027, all employees will transition from a monthly pay schedule to a biweekly pay schedule, overtime eligible employees will get paid hourly instead of salary, and we will eliminate forecasting time.

DAS is planning for enterprise readiness to support the Statewide Payroll Transformation Project (Payroll Transition<https://www.oregon.gov/das/workday/Pages/Payroll-Transition-General-Information.aspx>). I am sharing the draft Enterprise Readiness Plan for your awareness and feedback. Your engagement in the payroll transition is essential for preparing state of Oregon employees across the enterprise for the transition.

The draft Enterprise Readiness Plan describes proposed change management, communication and training strategies that will support the enterprise throughout this transition.

Please review the attached plan and share any feedback questions or considerations specific to your agency’s structure, workforce needs, or readiness capacity with Joanna Robert, the Payroll Transformation Enterprise Readiness Manager at joanna.d.robert at das.oregon.gov<mailto:joanna.d.robert at das.oregon.gov> by April 15. Your insights will help us refine the plan and ensure it aligns with the diverse operational realities across Oregon state government.
