[Admin_Boundaries_FIT] Theme Description and Inventory Wrap-up

Hello, Admin Boundaries FIT.
Thanks to everyone who contributed to the data element inventory; I am wrapping it up now and it is very thorough.
On that topic, I'd like to get the FIT's recommendation on our Theme Description. The description is a very brief overview of what Admin Boundaries framework data are, and guides what does and does not constitute framework data specific to our theme. This list will be evaluated by OGIC, the Oregon GIS community, and the public, so our recommendation as subject matter experts on the description may help shape the future goals and direction of our theme.
Here is the description, which has been taken from the federal version:
"Boundaries that delineate geographic areas for uses such as governance and the general provision of services (e.g., States, American Indian reservations, counties, cities, towns, etc.), administration and/or for a specific purpose (e.g., Congressional Districts, school districts, fire districts, etc.), and/or provision of statistical data (census tracts, census blocks, metropolitan and micropolitan statistical areas, etc.). Boundaries for these various types of geographic areas are either defined through a documented legal description or through criteria and guidelines. Boundaries associated solely with natural resources and/or cultural entities are excluded from this theme and are included in the appropriate subject themes."
What are your thoughts? I will leave this up for debate - but I will add that statistical boundaries are not included in our current theme inventory of 93 elements...should they be? The exclusion of natural resources/cultural entities from our boundaries carries weight as well - many elements that are currently on our list fit this description, necessitating a move to a different FIT or removal from framework should we agree on this description.
