[Answerland-summit] Call for Proposals and Timeline for Oregon Reference Summit planning

Hi ORS Team,
As promised here is a template for a Call for Proposals

for planning. I think it would be great if we could get the Call for
Proposals out by Dec.15 then do another push in Jan. with a Feb. deadline.
