The Oregon Department of Education will receive the new English Language Proficiency standards in draft form on August 1, 2013, with finalization and formal adoption planned in the fall.  Pending formal adoption of the new standards in fall of 2013-2014, ODE and an advisory team would review and recommend instructional materials in August, 2014.  The State Board of Education would then adopt instructional materials in October, 2014, with the materials required to be in classrooms by the fall of 2015-2016.  This provides districts with two years of having the new standards and one full year with the new instructional materials prior to the ELPA21 assessment, which is anticipated to replace the Oregon ELPA in the 2016-2017 school year.   A review of the draft standards will begin on Friday, August 2, 2013 and will conclude on Sunday, August 11, 2013 at 5:00 p.m.
