Based on your input, ODE has finished drafting the 2014-15 Preliminary Test Administration Manual. Given the size of the file, it will be sent in a separate e-mail. The purpose of the Preliminary TAM, which we plan to publish the week of April 14, will be to provide districts with advance notice on the anticipated polices and requirements that will govern administration of the 2014-15 Oregon Statewide Assessments; it will also contain the final policies and requirements in effect for the 2014-15 Kindergarten Assessment. In preparation for publishing the Preliminary TAM, we request your review by Friday, April 11 using the attached feedback checklist and submit your completed checklist to Kathy Brazeau at Kathy.brazeau at state.or.us by 5:00 p.m. on April 11. Given our tight timeline for processing your feedback prior to publishing the Preliminary TAM, we do ask that you please be sure to use the feedback checklist to capture your comments-this will greatly expedite our review and ensure that we are able to take your feedback into consideration as we make final edits. Tips for your review: Given the substantial change in the document's organization, unlike in past years where we directed your review to specific changes, we request that you read through the attached draft thoughtfully and with a fresh eye. That said, here are a couple of notes to help facilitate your review: * You'll notice yellow highlighted language throughout the document-this indicates language that ODE is still working to pin down. Most of this language are internal cross-references that you can disregard; however, please feel free to pay particular attention to any substantive language that is highlighted and provide any feedback you may have. * For each section, please give thought to whether the section should be required for DTCs, STCs, and TAS respectively. Please be sure to capture these recommended requirements by role in your feedback checklist. Next steps: Once we receive your completed feedback checklists, ODE will review and incorporate any clarifying language into the Preliminary TAM prior to publication the week of April 14.. Please also feel free to identify any larger policy questions that you feel are not addressed sufficiently, and we will maintain a list for inclusion in an Interim Test Administration Manual that ODE plans to publish by August 1, 2014. It is ODE's intent that this Interim TAM will lock down all policies and requirements that are not specific to the new Smarter Balanced assessments. Once the Smarter Balanced Assessment Consortium releases its final policies and requirements that will govern the operational administration of the Smarter Balanced assessments, ODE will publish a Final Test Administration Manual that includes the final policies and requirements for administering the Smarter Balanced assessments. Unfortunately, we do not yet have a timeline from Smarter on when they will release their final policies for operational administration. As always, your input was invaluable and provided great insight. With your assistance, ODE staff were able to implement several beneficial refinements to the Preliminary TAM and identified additional Smarter-specific questions that we will need to come back to as we lock down content in the final version of the TAM. ODE is now in the final stages of preparing the document for posting, and a public announcement will go out later this week alerting the field once the Preliminary TAM has been posted. This document represents a significant step in integrating the Smarter Balanced assessments into the Oregon statewide assessment system, and I'd like to thank you each again for your contribution (both in document review and in feedback at our March meeting).
