(Note: It takes approximately 45 minutes to complete the CCR registration process, if a entity has gathered the information prior to entry online.) ODE is providing the website information rather than doing a webinar, as the web information is very detailed and easy to use, reduces the reason for ODE to duplicate what is already created. Attached is a Excel spreadsheet to verify which entities still need to complete the process below. There are a few comments to the side that indicate if additional work with CCR needs completed. If it says "Not for Public Display" that means when the CAGE information was entered the entities chose not for public display, that is just an internal comment for ODE and it is okay to chose that option. DUNS Number - All Entities need to have a DUNS number prior to starting the CCR registry process. If you do not have a DUNS number, go to the www.ccr.gov/contractors.aspx website and click on the right side button entitled "D&B Web Form for DUNS Number Request" or go to http://fedgov.dnb.com/webform and begin the process. This process does not take long, and a confirmed DUNS number will be assigned in approximately 1 business day. If your entity address appears as having an existing DUNS number you may purchase the report for your number, or contact the D&B helpline to gather the information. Many entities have a DUNS number, however are unaware. Step 1 - On the CCR website (http://www.ccr.gov/Contractors.aspx) ODE strongly recommends to print off the User Guide before beginning the process. For entities that are new registrants and those that need to renew/update their registration; there are also step-by-step screen shot pages. ODE suggests you take the time to review the User Guide and screen shots, as it will create time efficiency during the web entry process. You may also click on the "Search CCR" on the left side menu and type in DUNS number to check your status at any time. Step 2 - Gather all information listed from User Guide, such as address, points of contacts (POC) for financial and administrative, etc. Step 3a - For new registrants - click on "Start New Registration" button in the top left menu of the www.ccr.gov website. Step 3b - For entities that need to update their Trading Partner Identification Numbers (TPINs) or had a CAGE# number previously that is currently expired - click on the "Update or Renew Registration" button on the left side menu of the www.ccr.gov website. Please note: TPINs and Confirmation Numbers are no longer issued and will not be accepted to access a registration starting December 21, 2009. The TPIN process has been replaced by a user account accessed by a user ID and password. Step 4 - Send your DUNS and CAGE# number to ODE after your entity has completed the CCR/CAGE# registration process. You may send the information to kristy.hartsell at state.or.us to update the ODE files for federal reporting purposes. The above numbers are required as in the near future the ODE will need to report to the federal government on the amount of federal stimulus monies received by each district and ESD. The reporting will require each district to register and have a Central Contractor Registration number, or CAGE#. This is based on the regulations under the American Recovery and Reinvestment Act of 2009, Section 1512(h). A similar amount of borrowing authority is expected to be available for calendar year 2010. At the same time, Congress also approved an increase in Oregon's allocation under the Qualified Zone Academy Bond (QZAB) program from $4.5 million per year to $16.6 million per year. Both QSCB and QZAB are tax credit bond programs where school districts can borrow from private investors at a zero interest rate. In exchange for lending at a zero interest rate, investors receive a federal income tax credit. The Oregon Department of Education is charged with administering the QSCB and QZAB programs. Attached you will find the 2009 applications for both programs. You can also find them on the web at the following link: http://www.ode.state.or.us/search/page/?=1402 The deadline for filing a 2009 application for the QSCB program is September 15, 2009. Applications for the QZAB program are taken on an ongoing basis, so there is no deadline.
