It has come to my attention that the auditor inadvertently used the wrong column on the SECC spreadsheet for the IEP count that was used in your letter. This count may have included all of your kids on IEPs not just 5-21 year olds. MOE applies only to 5-21 year olds. As a result, our auditor is going to revisit each audit and apply the correct IEP count for 2007 (5-21 year olds only). He will likely complete this next week, after which we will reissue letters with the corrected information. A. BUDGET ALLOCATIONS Remember--08-09 allocations were slightly lower than projected, at the Governor's request. Make sure you are using actual allocation amounts; what ODE put in the data collection is what your district actually received. You won't be able to submit if you go over the total actual allocation amount your district received (the correct allocation is in the data collection). B. CARRYOVER - To report carryover 1) Make the budget and actual expenditures overall match your 08-09 allocation; then you'll be able to submit data to the collection. 2) Next, write an e-mail to: Mike and Julie summarizing your carryover amounts: summarize your allocation (08-09), carryover, budget, and actual figures to provide the "gist" of the e-mail which will also serve as an addendum to your data collection. (example: "Our overall actual SIF expenditures for 08-09 exceeded our SIF 08-09 allocation of X amount by X amount due to X amount of 07-08 carryover which we applied to this Area(s).") 3) Use the following Subject line in your e-mail (caps preferred): ????? SD / SIF EXPENDITURES EXCEED REVENUE (CARRYOVER) Then we will add the e-mail information to your data report; the current collection does not accommodate carryover information, as you discovered! Let us know if you have further questions. Districts have until June 30, 2010 to spend SIF funds. We will ask districts to report on SIF money used in 09-10 at a later date.
