On June 15, 2010, USED's acting chief financial officer signed a memorandum (memo) for recipients of USED grants and cooperative agreements on the subject cash management. We were asked to share the memo with our sub-recipients. In addition, USED created a list of frequently asked questions (FAQs) on cash management for recipients of USED grants and cooperative agreements to supplement the memo above. Quick updates from the Oregon Board of Examiners for Speech-Language Pathology & Audiology Permit to Supervise SLPAs & Permit Fees No Longer Required Sandy Leybold, MPH Executive Director Permits to Supervise SLPAs previously issued by the Board expired on July 31, 2010. Typically, SLPs licensed by TSPC who needed these permits would submit applications and permit fees during the summer and fall for staffing assignments for new school year. The Board has re-evaluated its criteria for supervision for SLPAs and has just filed temporary rules changing these requirements. These rules are effective immediately and are in effect for six months. During that time, the Board intends to propose making these rules permanent, and there will be an opportunity for public hearing. However, the Board does not anticipate any opposition since these changes make the requirements for supervision more consistent for those licensed by the Board and by TSPC, and since it eliminates the permit fees for TSPC licensees. The Board requires all SLPs supervising SLPAs to hold either a Board license or a TSPC license with a communications disorders endorsement and to have at least two years of full-time professional experience as an SLP. The clinical fellowship (CFY) may be counted as one of those two years. In addition, every supervising SLP must agree to the supervision requirements in Oregon Administrative Rules. The SLPA Supervisor Change Notice now summarizes these rules and asks each supervisor to attest that they are aware of these rules and will follow them. SLPs who are not Board-licensed are asked to complete additional demographic information so that the Board can track the supervisory relationships of non-licensees in our database (as we do for licensees), and so that we have complete contact information for each supervisor. The SLPA Supervisor Change Notice is available on the Board's website under the Forms tab, or click here: http://www.oregon.gov/BSPA/pdfs/SLPA_Supervision_Change_Notice.pdf . This form needs to be submitted to the Board by the SLPA within 30 days of any change of supervisor-both additions and deletions. This form requires information and signatures from both the SLPA and the SLP. In the case of a TSPC-licensed supervisor, a third party must also attest that individual has more than 2 years of professional experience. (This information is already on file for Board-licensed SLPs.) It is up to the SLPA to get appropriate signatures and submit the form on time; however, it is the responsibility of both the SLPA and SLP to conform to SLPA supervision rules. The other change is for SLPs supervising persons completing their SLPA practicum. Supervisors of practicum students now may be either Board-licensed or hold their ASHA CCC's. This makes the qualifications consistent for practica supervisors inside and outside Oregon, and conforms to the emerging national standard. After we have had a chance to review the guidance, the Oregon Department of Education (ODE) will develop an FAQ document to hopefully answer many of your questions. At this time, we do have answers to a few basic questions: Q1: Will my district need to submit a new application for the Edu Jobs funding? A: No, your ARRA SFSF application submitted to the department in 2009 will satisfy this requirement. Governors, however, have to file an application on behalf of their state. The deadline is September 9, 2010. Q2: How much will my district receive in Edu Jobs funding? A: The ODE has developed an estimate of each district's Edu Jobs share using the State School Fund (SSF) Formula, and is available for review on the SSF website at the following link: http://www.ode.state.or.us/search/page/?id=1363 Please note the emphasis on the word "estimate." Q3: When can my district expect to have access to the Edu Jobs funds? A: The federal government is working very hard to streamline the state's application process to get the Edu Jobs funds in the field as soon as possible. US ED is encouraging governors to submit applications as soon as possible with the intent of awarding funds to the states by the end of August. Q4: Will accounting and reporting requirements be similar to the ARRA State Fiscal Stabilization Funds? A: Yes, the SFSF accounting and quarterly reporting requirements, as identified under Section 1512, will apply to the Edu Jobs funds. Other federal requirements will apply, such as the Cash Management Improvement Act (CMIA). More details will follow. Q5: In general, what are the allowable uses of these funds? A: Compensation and benefits for school-level personnel, such as teachers, principals, librarians, counselors, bus drivers, etc. More details will follow. Most Districts pay only one round trip a day and they pay every 3 months. Some have the parents turn in a mileage form monthly. All Districts that answered said they check attendance records to verify. There were quite a few who pay between .25 and .40. Most Districts have some kind of contract written up or have the parents sign a letter. Some have it in the policy book. Hope that helps. I even received a copy of the letter to parents. Ashwood currently has a contract and pays one round trip a day. We use a contract and the rate is .25 but the Board wanted to know if that should be increased so they had me ask other Districts.
