[Busmgrs] Initial Guidance for Education Jobs Fund

Good afternoon,

Attached is the initial guidance from the U.S. Department of Education for the Education Jobs Fund, which I feel does a nice job of answering a number of questions in an FAQ format -- please see the Table of Contents. To expedite the dissemination of information, I am simply forwarding this document to hopefully answer your initial questions.
