The biggest change is the removal of Function 1112, but not until 7/1/11. See the manual for details. For those of you who attended the Fall OASBO Conference and returned late from lunch, please note the following correction. If your district is sending SFSF or Ed Jobs funds to a district sponsored charter school, please use Fund 100, Function 1288, Object 360 and the charter school OpUnit for the transfer of funds. Erroneous information was given at the OASBO Fall Conference and then corrected after lunch. Sorry for any inconvenience this may have caused. Remember that when ODE requests the data you will need to account for where and what was spent by the charter school for SFSF and Ed Jobs along with your district expenditures. Unless you are the fiscal agent, you will probably need to convert the charter school expenditures to the PBAM codes. This is just a friendly reminder the 2011-12 Estimate of Membership and Revenue collection in the Consolidated Collections section will be closing this Friday, December 10, 2010. As of today, only 47 of the 217 school districts and ESDs have submitted data, or approximately 22% of the collection is complete. Obviously I'm very concerned as we typically have a lot more submissions at this point and I haven't been able to do any meaningful analysis in preparation for next legislative session starting January 10, 2011. I know everyone is very busy, but I just wanted to send a gentle reminder to get this on your radar. A few points to note: 1. The High Cost Disability (HCD) estimate is back in this data collection. Unfortunately I can't have a student-level collection and an Institution-level collection combined in one collection, so I had to remove the estimate from the HCD actuals collection. Please remember the HCD estimate is for the current year and not for the upcoming year. I will be using this data to make the preliminary payments for 2010-11 in May 2011, similar to previous years. The fate of the Federal Forest Fees, aka, the Secure Rural Schools and Communities Act is still undecided and it is my understanding the current extension is still scheduled to end September 2011. In 2008, we were told the complex federal formula would distribute approximately 50% of what was received in 2006-07 for the 2011-12 school year; however, an updated estimate from the Association of Oregon Counties (AOC) advises the payments will likely be closer to 45% of what was received in 2006-07. I would recommend using this percentage when making your estimates for next year. Oregon's Congressional contingency, in collaboration with the AOC and Governor Kitzhaber, are still working very hard to have this very important program extended beyond 2011. I'll keep you posted with any updates as they become available. 3. ESDs do need to submit an estimate, but they just need to make estimates for their anticipated revenues for the current year as nothing else in the collection applies. Data on the use of ARRA funds by recipients (i.e., the state) and sub-recipients (i.e., local educational agencies and other entities receiving funds through the state) are due to the federal government no later than the 10th day after the end of each calendar quarter. The state's due date for the current quarter's reporting to the federal government is January 10, 2011. No waivers can be granted for Section 1512 reporting; it is mandatory. As with previous rounds of reporting, ODE will collect the required information for each grant ODE has made to its sub-recipients and the state will report these data to the federal government on your behalf. ODE's data collection tool - entitled "Recovery Act Reporting Collection" - opened on Thursday, December 2. Your reporting needs to include quarterly data on your ARRA activities from October 1, 2010, through December 31, 2010. For the state to meet the federal deadline, ODE's sub-recipients will have to submit their data to ODE by December 31, 2010. To assist you with reporting, there is a button entitled "Pre-Populate FTE and Infrastructure Data with Previous Quarter's Data and Save" that - when selected - will pre-populate the collection and save with the previous quarter's data on job impact and infrastructure. If there are no changes from your previous submission, your data have been saved and you can exit the collection. Or the pre-populate feature can be used as your starting point if you need to make changes; i.e., you can pre-populate and then simply update only those fields needing revisions, such as FTE amounts or "Jobs Impact Methodology." When you are finished with your edits, hit the "Save" button when ready to submit and this will overwrite any previous data entries. The date and time stamp will be updated each time the "Save" button is pushed. Updates Made Previously to ODE's Collection Tool: 1. As we noted in a previous memo, when discussing our reporting with the federal government, they inquired which methodology was used to calculate jobs data. To be able to answer this question, we needed to enhance the data collection tool so that you can report the methodology you use to calculate jobs created and retained. The feature is very simple. The tool has a drop-down menu with two options - "General" or "Definite Term" - and you simply need to select the methodology you are using. Section 3 of ODE's FAQ document addresses job reporting and questions 3.5, 3.6 and 3.7 specifically address the general and definite term methodologies. 2. As noted in an earlier communication, ODE added a "Payment Date" field for dates related to vendor payments. This assists us in our review of the discreet individual vendor payments reported. (1) Every common or union high school district shall file a copy of its audit report with the Department of Education within six months of the end of the fiscal year for which the audit is required. If the audit report, as submitted to the district, fails to provide the detail necessary for the computation required in the administration of ORS 327.006 to 327.133, 327.348, 327.355, 327.357, 327.360, 327.731, 328.542 and 530.115 and this section, the district shall submit the necessary information on forms provided by the department within the time prescribed for filing the audit in this section. Any district failing to file a copy of its report under this section or ORS 327.133 shall not receive any payments from the State School Fund until such reports are filed. (2) Notwithstanding the timeline provided by this section and pursuant to rules adopted by the State Board of Education, the Superintendent of Public Instruction may waive a reporting date or specify an alternative date to provide the audit report or information if a human-created disaster or a natural disaster affects the ability of a district to provide the audit report or information by a specified date. Please note: The ODE will be closed tomorrow due to the holiday and ODE staff will not be available to assist after 5PM today. The ARRA 1512 collections can be found on the secure ODE District website in your Applications list under the link labeled "Recovery Act Reporting Collections." If you find you don't have access to either of the collections, and you are responsible for completing the reports, please contact your district's Information Technology Security Administrator for assistance. It may be that access to either collection has not been granted at the local level. As of 11:00 AM today, our records indicate that we have not received either the SFSF or Ed Jobs data, or both from the districts listed below. The first column identifies the districts that have not submitted their SFSF and Ed Jobs data, and the second column identifies the districts that haven't submitted their Ed Jobs data, but have submitted their SFSF data.
