This $2,500,000 grant was provided to high schools of less than 350 ADM in districts with less than 8,500 ADMw. The details of the grant can be found at ORS 327.355-357. Per statute the grant is scheduled to end this year. Many districts have been surprised to hear about this grant ending. Thus, I wanted to provide an alert to all of the districts so that budgets could be adjusted for the potential loss of funds from this grant moving forward. It appears that there has been some legislative interest in extending the grant, however no bill has been filed that would officially extend the grant. Please note, that this is the Small High School Grant. This is not the Small School Correction. The Small School Correction which is found at ORS 327.077 is a calculation that provides additional weights for both elementary and high schools. It does not provide a separate source of funds as does the Small High School Grant. The Small School Correction continues to be valid and will continue to be included in the State School Fund calculations. Please let me know if you have any additional questions. The findings from the audit concluded State Lands spent money from the principal of the Common School Fund, instead of only spending the interest. This has resulted in an approximately $75 million shortage in the principal of the Common School Fund. State Lands stated they will pay back this shortfall from other reserves available to them. Some of you have asked whether this will reduce your Common School Fund payments for this year and 2012-13. There should be no reduction to any Common School Fund payments to the school districts. That means that districts will not be asked to reduce their actual Common School Fund payments for 2011-2012, nor should districts reduce their budgeted Common School Fund income for 2012-2013. ODE assists State Lands and the counties by providing the conduit for transferring the funds from State Lands to the school districts. ODE plans to continue to work with State Lands to provide Common School Funds to the districts. This partnership increases efficiencies and maximizes the amount of revenue available to school districts across the state. Please let me know if you have any additional questions. This will not necessarily reduce the sending district's extended ADMw because the sending district will use its prior year ADMw as that may be greater. This could result in an increase in the statewide ADMw used as the basis for the 2012-13 estimates. Salem-Keizer School District will execute the Master Agreement. First, 2nd Period 2011-12 ADM was rolled into the State School Fund and is used as the ADMr basis. Second, the ADMr is further adjusted by the December to June ratio to bring estimated ADM closer to what can be expected when annual ADM is available. Third, SB 453 and the small school correction was finalized and updated with the most recent ADM. Fourth, excess ESD revenue was updated and included in the estimate. Fifth, this estimate updates the teacher experience ratio. Finally, local revenues have been updated based on some revisions to district's estimated property tax revenue.. As you will see on the cover page, we are still basing the statewide ratio on an ADMW of 662,000. This means that while each district's individual ADMr and ADMw has been adjusted for 2011-12 2nd Period ADM, the funding ratio has not been reduced. We are leaving the statewide ADMw at 662,000 to account for the impact of HB 3417. We anticipate approximately 2,000 additional weights being added to the formula as a result of HB 3417. By accounting for that increase in ADMw now we are avoiding the very real possibility of having to reduce funds in the future. This also maintains the consistency of the State School Fund Payment moving forward. The March 2012 payments will be based on these estimates.
