[Busmgrs] dual role of Deputy Clerk and School Board Secretary

At our district, the CFO acts as Deputy Clerk but does not take minutes at board meetings. In the past, we were able to hire minute takers employed by the City of Eugene to do that. Now, we are able to hire staff from the Lane Council of Governments (LCOG) to help with that.
