I am pleased that these bills, along with the rest of the Oregon Department of Education budget, are now headed to the Governor's desk for signature. "The 2013-15 State School Fund budget represents a critical reinvestment in education in our state, and I want to thank our Governor and all of the legislators who fought to increase funding for our state's K-12 schools. I know getting to $6.55 billion for our schools with approximately $200 million in additional PERS savings was not easy and required difficult decisions and painful cuts elsewhere. "Over the past several years, our schools have been forced to make round after round of budget reductions. The 2013-15 budget helps to stem the tide, but it is only the beginning. For most school districts this budget will mean no more cuts this coming school year, and many districts will begin to add back a few teachers or key programs. However, it will not allow districts to add back all that has been cut over the years. "What this budget does is provide hope and an opportunity to begin rebuilding, particularly in some key areas. In addition to the State School Fund, the Legislature has approved funding for four strategic investments that will provide dollars to support the key areas of early literacy, high quality teaching, STEM, and helping students create a pathway to college. I am excited to see the impact these investments will have in our schools and districts as we support innovation, best practices, and school turn-around efforts across our state. With this additional investment comes the responsibility for all of us - educators, parents, and communities - to ensure that these funds lead to improved outcomes for our students. Updates include: * 6,550,400,826 State School Fund budget split at 49% in the first year and 51% in the second; * The Facility Grant being reduced to $20 million for the 2013-14 biennium. * Funding for the Network of Quality Teaching and Learning at the following levels per year: o $2.5 million distributed from the top of the State School Fund; o $7 million being distributed from each of the District and ESD share of the formula dollars; * The Local Option Equalization Grant becoming a distribution from the State School Fund rather than a separate appropriation. I am also including the distribution for the Small High School Grant. Although the bill has not passed both chambers, it appears to be headed toward passage in the Senate and has already passed the House. The distribution will be $2.5 million per year. The cover sheet to the district estimates should show how each of these changes to the State School Fund is being implemented. Please note that the Legislation is still in session. Thus, there is still the possibility for changes to the State School Fund distribution. These estimates will most likely not be the last estimates before the July payment. SB 5519 which sets the State School Fund at $6.55 billion for the 2013-15 biennium. 3. HB 2322 which sets aside $500,000 for providing education to students in skilled nursing facilities. If the Governor vetoes any of these bills, then the State School Fund will change. Even though the State School Fund budget has not been signed, we are able to make payments. The July Payment is authorized by a continuing resolution that was passed to allow state agencies to make necessary payments even if their budget bill has not been passed and signed by July 1, 2013. If any of these changes occur, then we will be creating and distributing new estimates and rebalancing the State School Fund to accommodate those changes. Additionally, none of the funds for distributions that are waiting to be signed will be distributed until that bill is signed into law. Please let me know if you have any questions.
