Dear Business Managers,
The latest 2013-14 estimates have been posted to our website. The district estimates are available here: http://www.ode.state.or.us/services/ssf/2013-14-ssf-estimate-as-of-7-8-13-1536-hrs.pdf. ADMw breakouts are here: http://www.ode.state.or.us/services/ssf/transparency-estimate-7-8-13-1650-hrs.pdf, and ESD estimates are here: http://www.ode.state.or.us/services/ssf/esd-13-14-estimate-as-of-7-10-13-1625-hrs.pdf. The July Payment will be based on these estimates.
Changes to the estimates are as follows:
1. Facility Grant reduced to $20,000,000 for the biennium per HB 2506;
2. A distribution for students in skilled nursing facilities of $500,000 was added.
Additionally, local revenue was lowered to bring our estimates more in line with Legislative Revenue's projections. This lowering occurred in the July 5 estimate, but was not highlighted in the cover letter.
It is important to note that not all bills affecting the State School Fund have been signed into law. Bills that have passed both chambers of the Legislature, but not yet signed include:
1. HB 2501 which extends the Small High School Grant
2. SB 5519 which sets the State School Fund at $6.55 billion for the 2013-15 biennium.
3. HB 2322 which sets aside $500,000 for providing education to students in skilled nursing facilities.
If the Governor vetoes any of these bills, then the State School Fund will change. Even though the State School Fund budget has not been signed, we are able to make payments. The July Payment is authorized by a continuing resolution that was passed to allow state agencies to make necessary payments even if their budget bill has not been passed and signed by July 1, 2013.
If any of these changes occur, then we will be creating and distributing new estimates and rebalancing the State School Fund to accommodate those changes. Additionally, none of the funds for distributions that are waiting to be signed will be distributed until that bill is signed into law.
Please let me know if you have any questions.
Thank you,
Michael
