The High cost Disability Grant is first paid out based on estimated expenses submitted by the districts. Then districts provide actual expenditures on a per student basis. We take the actual expenditures and total by district to determine how much each district should have received as their share of the High Cost Disability Grant. The actual expenditures are compared to the estimated payment and if a district had fewer actual expenditures, then the district's May payment is reduced. Conversely, if a district had more actual expenditures, then the district's May payment is increased. For 2011-12 the estimated percentage of eligible expenditures a district would be reimbursed was 53.56%. However, the actual percentage of eligible expenditures a district will be reimbursed is at 42.32%. Thus, many districts will see a reduction because of the significant reduction of the percentage. That increase was tempered by an increase of approximately $4.5 million in transportation costs. However, overall there is an increase in funding. There is still a few items to be updated. The biggest is that the 11% Cap Waiver calculation is waiting on some information from the field. Once we have that we will update. Additionally, you may notice that transportation costs are not broken down by category. We know about that and are working on a fix that should roll out with the next estimate. Finally, the poverty weights have been updated to comply with ORS 338.157 in regards to calculating poverty for charter schools. We are still looking at the underlying calculations and there may be some small shifting of that information. Currently, the plan is to issue one more 2011-12 estimate which will be the final 2011-12 estimate. We will also issue one more 2012-13 estimate before the May payment. Thank you for your patience. Thank you, Michael Dear Business Managers and District Superintendents: I know that you are all engaged in the challenging work of creating your budgets for next year. As you review these latest State School Fund estimates, I wanted to make sure you had the clearest picture possible about next year's financial situation. Our Governor and Legislators have been working incredibly hard to gather as many dollars as possible to support education in our state. They recognize the importance of education to the long-term success of our students and our state. And they also know that if we are going to make progress toward our state's 40-40-20 Goal, we have to reinvest in our schools and fund the services we know can impact student achievement. While the final education budget has yet to be passed, our friends in the Legislature have asked that I share their commitment to stronger school funding. Thanks to the dedication, advocacy, and support of folks from around the state - including some of you who came to Salem to testify - most districts will have the opportunity to add back teachers and services next year. While I know this will not make our districts whole, it does move us in the right direction, reducing class sizes and adding back some vital services. Next biennia, our state will have $6.55 billion in the State School Fund, with an additional $200 million in additional PERS savings. The current round of estimates are based on the $6.55 billion figure and we anticipate distributing 49% the first year and 51% the second year. These are the numbers that all of you should be budgeting to. While budgeting conservatively may be appealing, our students need every extra teacher and every supplemental program we can offer right now. I have been assured that these numbers are ones we can rely on. Even if the PERS savings are challenged in court, there should be no change due to litigation before 2017. Our Legislators and Governor are committed to getting as many dollars as possible into the classroom to support our kids. As educators, it is our job to make sure we maximize the use of these dollars to make sure our students have the supports they need to succeed in school and beyond.
